I have represented clients for over 32 years in all aspects of water law. With the recent California State Legislation’s adoption of the Groundwater Sustainability Act to regulate and monitor groundwater, and amendments to the Water Code to require the installation and maintenance of devices capable of monitoring the direct rate of diversion of water from a stream/river, it is imperative that an expert be there to represent your water right interest. I have been a directors for Joint Powers Authority on behalf of Water Contractors, State Water Districts, County Water Districts and County Groundwater Sustainability Commissions.

Ground and surface water reporting and monitoring requirements are and will continue to become even more burdensome, and the failure to comply with these requirements could result in the loss of your water rights or substantial penalties imposed on you by the government.

I have vigorously defended and protected my client’s water rights before governmental agencies. These services include representation before local, state and federal agencies including the State Water Regional Water Quality Control Board, the California Department of Fish and Wildlife, the Army Corps, and the U.S. Fish and Wildlife, and local county water districts.
